Keith has been an off-road enthusiast since the 60s. He has trail ridden and competed with motorcycles and 4x4s and continues his off-road fun today with a Jeep and a UTV side x side.
Keith is now retired but worked as an engineer and project manager for two large international corporations during his 40-year career in Kentucky, Colorado, New York, Connecticut, North Carolina, and now back in Colorado. In retirement Keith stays busy with family, friends, and tinkering in his shop. COHVCO is his most current volunteer organization. During the 70s when he first moved to Colorado, many enjoyable days were spent trail riding and exploring in the mountains. Upon returning to the state in 2013, he was surprised and saddened to find many of the trails and roads he formerly enjoyed were now closed. He wants to prevent additional closures so future generations can enjoy the outdoors as he did, not only in Colorado but in neighboring states as well. He views COHVCO as a way to “pay it forward” to future generations and keep trails and lands open.
Aaron Holten |
Director
Aaron is basically a snowmobiler who happened to pick up a dirt biking habit somewhere along the way. Growing up in Central Wyoming, he started snowmobiling when he was 4 years old. He has worked as an engineer in various segments of the energy industry since 2007. Living for a few years in Eastern Utah after starting his career as an engineer, the importance of keeping public lands open for motorized recreation became very important to him so he became a Lifetime Member of BRC in 2008. After career-related moves amongst Utah, Colorado, Wyoming and West Virginia (all states you can conveniently ride dirt bikes or snowmobiles in) between 2007 and 2018, Aaron (again) moved back to Colorado in 2019. At that time, he began volunteering with the Rampart Range Motorcycle Management Committee doing a lot of trail clearing work and assisting in other RRMMC functions. In 2024, he became the RRMMC rep to COHVCO and looks forward to supporting COHVCO well into the future.
Brian O'Connors |
Director
Brian is a lifelong off roader and Jeep enthusiast and currently has two Jeeps, an ’02 Wrangler TJ that he has built for wheeling and a ’21 Gladiator JT that is his daily driver and overlanding platform. Brian retired as a Command Sergeant Major from the US Army in 2014 and now volunteers with the Colorado Off Road Enterprise (CORE) and serves on the CORE Advisory Board, Colorado Trail Defenders, Stay the Trail, Tread Lightly and the Colorado 4 Wheel Drive Association. This is Brian’s second tour of duty as a COHVCO Board Member and previously served as COHVCO Chairman. Brian also served for several years as the President of the Colorado 4 Wheel Drive Association and currently serves on the BOD as their Land Use Chairman. Brian’s 36+ years of military service and his volunteerism as a retiree has allowed him to go wheeling all over the United States. Originally from Newport, RI, Brian now resides in Monument, CO.
Catherine is a Colorado native and longtime off-road enthusiast dedicated to preserving access to public lands and strengthening the off-road community. She is the founder of Colorado 4x4 Girls, a group focused on building confidence, capability, and connection for women in off-roading.
Outside of the trails, Catherine works in the optometry field, where she trains technicians and helps improve clinical workflow and patient care.
Her current lineup includes a modified 2001 Cherokee XJ, a 2005 TJ 6-speed, and a 1995 Cherokee XJ project, along with a Lexus IS350 as her deceivingly fast daily driver, a rare personality trait in her garage.
For over a decade, Catherine has organized trail runs, large-scale events, and community initiatives across Colorado, with a strong emphasis on responsible recreation, education, and stewardship. She is committed to ensuring public lands remain accessible by actively supporting advocacy efforts and promoting a culture of respect within the off-road community. She believes in doing the work to keep trails open.
As a mom of two girls, she is intentional about passing down a strong respect for the outdoors and leading by example through service, involvement, and action.
Scott Jones | Vice President

Scott Jones has an extensive background with and is a leader in the protection all types of trail based recreational activity. As an attorney with an environmental law background, Scott advocates and promotes for recreational use and conservation of our public lands and natural resources. His expertise includes State and Federal Environmental Law, Endangered Species issues and NEPA planning.
Scott currently partners with the Trail Preservation Alliance and Colorado Off-Highway Vehicle Coalition, President of the Colorado Snowmobile Association and a lifelong outdoor enthusiast. He also serves as the Colorado State Partner and Board Member of the National Off-Highway Vehicle Conservation Council, and is a past chairman of the Western Chapter of Snowmobile Associations.
Jerry Abboud retired 9/24
Jerry Abboud is the Executive Director of the Colorado Off-Highway Vehicle Coalition and the Powersports Dealers Association of Colorado. Jerry has been involved as an advocate for motorized recreationists in Colorado since 1987 as one of the founders of COHVCO and a member of the Blue Ribbon Coalition’s original Executive Board. He has worked on issues and actions with the National Off-highway Vehicle Conservation Council and the Motorcycle Industry Council. He currently sits on the Board of the American Motorcyclist Association.
Jerry is a professional lobbyist and a graduate of the University Of Nebraska College Of Law. He was the legislative lead for the OHV Registration and Recreation Fund program, OHV/snowmobile sound legislation and the Roadless Petition Process among others. Jerry believes in a cooperative approach whenever possible and just as strongly believes in the assertion of access rights when necessary. Abboud also actively supports and lobbies for more congressional funding for the Forest Service and BLM to address recreation on public lands. He is a past Chairman of the Colorado State Trails Committee, lectured at Colorado State University’s Department of Natural Resources on Judicial and Administrative process and received various acknowledgements from state and federal agencies including Colorado State Parks Volunteer of the Year.
